Our experience
Kentucky Generating Station CCR Landfill Project
GAI has performed full-service engineering services including geotechnical investigations; groundwater monitoring network design, installation, and sampling; environmental and cultural resources permitting; construction-level design; and on-site Owner’s Engineer support for this CCR landfill project. This project included a new 180-acre landfill for storage of CCRs, a haul road, bridge, and pipe conveyor. GAI worked with state and federal regulatory agencies including KYTC for the bridge crossing over a state highway right of way; KDWM for the landfill permit; KDOW for the low-hazard dam, stream construction permits, and Water Quality Certification Program; USACE, Louisville District for Section 404 Permitting; USFWS / KDFWR for Biological Assessments and Threatened and Endangered Special consultation; EPA, Region 4 for Alternatives Analysis; and the Kentucky Heritage Council.
Our experience
Pennsylvania Generating Station
GAI has provided consulting services to this western Pennsylvania generating station for more than 40 years. We have worked with station management to track and adapt to the evolving regulatory environment, including the implementation of state regulations in the 1990s as well as the more recent federal regulations. Our services span a broad scope, from conceptual level designs and planning to permitting and preparation of final design packages for construction, as well as construction monitoring services and post-construction certifications. Our designs for CCR management include the permanent disposal of material within the multi-stage solid waste management facility, as well as temporary storage of material within wet impoundments. We have served as the prime consultant for solid waste management at the station since the 1980’s and have been responsible for all major design and permitting of the facility since that time. We have also monitored groundwater and surface water quality in accordance with state and federal requirements. Some recent notable projects include the design and permitting for a landfill capping system, the design and permitting for the reconstruction of four CCR ponds to meet current regulations, and the development of a site-specific groundwater transport model to evaluate the adequacy of existing CCR facility liners with respect to the federal requirements.

Pennsylvania Generating Station Design, Permitting, and CQA Monitoring
GAI has been working at this Pennsylvania generating station since 1987, completing hundreds of projects during that period. With more than 35 years of involvement, GAI’s work has encompassed a broad range of station systems and infrastructure including landfills, impoundments, cooling towers, dams, haul roads, rail infrastructure, wetlands and waterways, groundwater, and wastewater treatment systems. GAI’s work has included design and permitting for over 200 acres of CCR on an undermined site. Our services include engineering, environmental studies and compliance support, beneficial construction QA/QC, and ELG and CCR rule compliance support. GAI is currently supporting the station with closure of the facility’s CCR landfill.

West Virginia Generating Station
GAI’s services at this three-unit coal-fired generating station in WV include landfill siting evaluations; NPDES and solid waste permitting; civil, environmental, geotechnical, mechanical, and electrical engineering design; and construction monitoring services for construction and development of a coal combustion by-product (CCB) landfill. Since the original landfill siting study in 2006, GAI has provided engineering design and quality assurance services during the installation of the composite liner system, the landfill cap system, and the collection and treatment facilities to support landfill operation. GAI has coordinated the testing of materials used in landfill construction for compliance with regulatory standards and prepared the certifications and documentation to WV applicable under the NPDES, Solid Waste, and Coal Combustion Residual Rule permits and approvals.

Virginia Generating Station
Since 2006, GAI has been serving as the Engineer of Record for a generating station in southwest Virginia, providing permitting, design, construction management support, select construction monitoring, and operational support services. The long-term and on-going services include solid waste permitting, liner design, construction sequencing, leachate handling and stormwater drainage design, landfill disposal sequencing and development, CCR site inspections, and operational support. GAI designed and permitted the initial development of the landfill, stormwater controls and sedimentation pond, and a leachate treatment pond system that included two dam permits.

West Virginia Generating Station
GAI has been serving as a consultant at this West Virginia generating station for more than 30 years, performing design, permitting, and construction monitoring activities for CCR disposal at the station’s landfill. Long-term and ongoing activities at the landfill include solid waste permitting, liner design, landfill sequencing and development, liner construction monitoring, leachate handling and drainage design, and CCR site inspections. GAI designed and permitted an expansion of the landfill’s sedimentation pond, which receives contact stormwater and leachate. The expansion placed the pond under West Virginia dam safety regulations, for which GAI prepared required dam safety documents including inundation studies and an Emergency Action Plan. A recent GAI project involved the design of a leachate treatment system to meet expected metals discharge limits.
